Mr. Zhang Guobao is the vice chairman of the economic committee of National Political Consultative Conference, chairman of the advisory committee of National Energy Committee. He used to take the following positions as the Vice Chairman of the National Development and Reform Commission, Administrator of the National Energy Administration (minister level), the Deputy Director General of the Investment Department of the State Planning Commission, Deputy Secretary General and Vice Chairman of the State Planning Commission, Chairman of the Office of the Leading Group of Revitalizing the North East China and other Old Industrial Basis. Working for many years in the management of China’s energy and manufacturing industries, Mr. Zhang has experienced the development and reform of China’s energy industry and obtained insightful observations of China’s energy sector. Mr. Zhang was appointed as the Director of the National Office for tackling Asian Financial Crisis in 1998, responsible for issuing national construction bonds to expand domestic demand. He took the lead in executing key projects including the West-to-East Gas Transmission, West-to-East Power Transmission, Qinghai-Tibet Railway and Capital Airport construction. He organized the drafting of the institutional reform programs on power industry, civil aviation industry, information & communication industry and the mid-and-long term railway development program. He was the Vice Chairman of the Capital Planning Commission. In his capacity as the Administrator of the National Energy Administration, he led the drafting of the energy development program, mid-and-long term nuclear power development program, and new energy development program. In his term of office, Mr. Zhang Guobao was directly responsible for the bilateral and multilateral energy negotiations, for exemple with Russia, Central Asia, Burma and  Venezuela, and brought to success a series of significant international energy cooperations like China-Russia Oil Pipeline, China-Kazakhstan Oil Pipeline, Central Asia Natural Gas Pipeline and China-Burma Oil Pipeline.Meantime, he also worked as the Vice Chairman of World Energy Council(WEC).
